In a small bowl, stir together flour, baking soda, and baking powder. Set aside.
In a large bowl, cream together the butter and sugar until smooth. Beat in egg, vanilla extract, and almond extract. Gradually blend in the dry ingredients.
Roll out dough on a floured surface to about ¼ inch thick. Cut into snowman shapes using cookie cutters. Place cookies 1 inch apart on ungreased baking sheets.
Bake 8 to 10 minutes in the preheated oven, or until golden. Let cool on wire racks.
For icing, mix powdered sugar, milk, and vanilla extract until smooth. Add food coloring if desired. Decorate cooled cookies.
