Instructions
Combine sugar, egg whites, cream of tartar, salt, and water in the top of a double boiler. Beat with a hand mixer for 1 minute.
Place over boiling water and beat constantly on high speed for 7 minutes until stiff peaks form.
Remove from heat and beat in vanilla extract.
