Instructions
Preheat oven to 350°F (175°C). Line a baking sheet with parchment paper.
In a mixing bowl, combine flour, Parmesan, rosemary, salt, and pepper.
Add the cold, cubed butter and mix until the dough comes together.
Roll the dough out on a floured surface to about ¼ inch thick. Cut into desired shapes.
Place the shortbread on the prepared baking sheet and bake for 18-20 minutes, or until golden brown.
Let cool on a wire rack before serving.
