Preheat your oven to 350°F (175°C) and grease a donut pan.
In a mixing bowl, whisk together the dry ingredients: flour, baking powder, baking soda, cinnamon, nutmeg, ginger, cloves, and salt.
In another bowl, mix the wet ingredients: pumpkin puree, brown sugar, granulated sugar, vegetable oil, eggs, and vanilla extract.
Combine the wet and dry ingredients until just mixed.
Spoon the batter into the donut pan, filling each cavity about ¾ full.
Bake for 15 minutes or until a toothpick inserted into the donuts comes out clean.
Let the donuts cool in the pan for 5 minutes, then transfer to a cooling rack to cool completely.
