In a large mixing bowl, combine cooked quinoa, bread crumbs, beaten eggs, grated Parmesan cheese, garlic powder, onion powder, salt, and black pepper. Mix well.
Form the mixture into small patties, about the size of your palm.
Heat olive oil in a frying pan over medium heat.
Cook the patties in batches, about 3-4 minutes on each side, until golden brown and crispy.
Remove from the pan and drain on paper towels. Serve warm.
