In a large bowl, combine oats, flour, baking powder, baking soda, salt, and cinnamon.
Stir in raisins and grated carrots.
In another bowl, whisk together milk, oil, egg, and honey.
Add wet ingredients to dry ingredients and stir until just combined.
Divide batter evenly among muffin cups.
Bake for 20 minutes or until a toothpick inserted into the center comes out clean.
Cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.
